I have similar issues. Dashboard does not display at all and menu's don't drop down while the Dashboard (empty) is displayed. This works in Safari, Chrome, and Edge. Although it is very slow. The challenge is that my client's IT policy requires that only IE 11 can be used. Which makes my Jira instance unusable.
you can use your own ChromeDriver with JPT. Just download the correct version according to your version of Google Chrome from: Unpack the driver executable, make sure it's executable and then either place in in the same directory, that you run your tests from, or set the webdriver.chrome.driver property, for example pass it as the JVM argument
If its windows 10, then go to C:\Users\Atlassian\Jira, run the batch file startup_bundled_jre , it will start running the Tomcat and then click on start_service in same folder i.e. batch.
